I cannot lay claim to any literary ability

in putting forward those views, but I am free to admit the

justice of Your Excellency's criticism that I endeavour to state every argument which occurs to me in favour of those views, and to meet every argument advanced against them, in both cases with such strenuousness as I can command. It seems to me, with great respect, that I cannot do otherwise; for I find the advice of others unfamiliar, or only partially familiar, with matters relating to the Supreme Court taken by Your Excellency as of greater weight than mine. I should much regret if any strenuousness in putting forward my views should prevent Your Excellency from arriving at a sound appreciation of the position of the Chief Justice. I have been entrusted with the administra- -tion of justice in the Colony, and it is my duty to do all I can to increase its efficiency. But to my great aurprise I find a prior duty imposed upon me, that of preventing its efficiency being diminished by what appear to be some ancient traditions of this Colony, which trammel the Chlef Justice almost at every turn. The evil effect of these traditions has only lately been made plain to me by Mr. Seth's sudden revolt from my authority. I will not press the matter against Your Excellency's wishes; but personally I believe that the only way of putting things on a sounder basis than they have been for some time past, and which I much regret was not done before Your Excellency'a arrival in the Colony, is by a verbal discussion, if as Your Excellency suggests, and as I should desire, an officer is present who has a full knowledge of the antecedent correspondence on the questions raised. In this connexion I may point out that I have never seen any previous correspondence, and therefore am quite in the dark as to the nature of the contention which has culminat- "ed in Mr. Seth's action. I believe that time would be saved in the long run, for otherwise I can hardly avoid writing very long letters on the subject, in order to convince Your Excel- -lency that the attitude I have been compelled to take up on this most important question is correct.
